Zilean was released on 18 April 2009 and can be purchased from the Riot Store for 1350 IP or 585 RP.
With Time Bomb, Zilean is one of the two champions in the game to have a single damaging ability, the other being Tryndamere with Spinning Slash.
Zilean's Time Bomb is the only ability in game that doesn't scale linearly, meaning that the damage increase per rank in the ability is potencially different than the previous one. After the base damage of 75 at rank 1, rank 2 adds 40 damage, rank 3 adds 50 damage, rank 4 adds 65 damage, and rank 5 adds 70 damage.

Zilean's back story is similar to the book Slaughterhouse-Five by Kurt Vonnegut, Junior. The main character, Billy Pilgrim, discovers that he randomly jumps between different moments of his life, but is unable to change anything that has happened. He relives his life at random intervals from birth to death for all eternity.

When Zilean is in a match where an enemy Volibear is present, he gets a buff called Armored Bear Hater. This icon reads: "In my day, we would never have allowed an armored bear into the League of Legends." Volibear also gains an icon when Zilean is in the opposing team. Allied Volibear is unaffected. Additionally, if the enemy Volibear kills Zilean, he will remark "I have a special claw for you, Zilean" or "Your time has come, Chronokeeper." This is a reference to Zileas, who was against the possibility of Armored Bears on the forums.

The name of Zilean's new passive, Time in a Bottle, is a reference to the song Time in a Bottle by Jim Croce.
Chrono Shift can cause a gamebreaking bug: if Kog'Maw with Chrono Shift dies, his passive would trigger immediately and then, once again after 4 seconds, dealing up to 1100 overall AoE true damage at level 18.
Zilean is the first champion to have a non-ultimate ability which can not be ranked up at level 1. The ability is Rewind, since Rewind can only be used to reduce other abilities' cooldowns, making the spell useless if ranked at level 1. The second champion to have this trait is Azir, with his Conquering Sands and Shifting Sands.

Zilean was the first champion to be released after initial release.
Less flexible than other supports in matchups and team compositions.
Doesnt have much late game damage.
Sometimes when you/your teammate revive, the HP is low until you get AP.
Zilean Counter Tips
Be careful of his level 2 all-ins, as he has one of the strongest level 2 bursts in the game.
It's often a good idea to surprise a Zilean with disables and kill him before he can cast his ultimate.
You and your allies should decide if they should let a target hit by Zilean's ultimate live until the duration is over, or just kill and let the target revive quickly.
Zileans bombs gives you some time before it explodes. If Zilean is the support, try to use the bomb to take out your own minions in order to deny the ADC. But keep the current lane pressure in mind, this might not always be the ideal action.
Zilean is named after Tom 'Zileas' Cadwell, the Design Director for Riot Games.

In the wastelands of Urtistan, there was once a great city. It perished long ago in a terrible Rune War, like most of the lands below the Great Barrier. Nevertheless, one man survived: a sorcerer named Zilean. Being obsessed with time, it was only fitting that he dwelled in the city’s Clock Tower. As the havoc of the war neared his home, Zilean experimented with powerful temporal magic to divine all possible futures, hoping to discover a peaceful solution. But Zilean’s enchantments affected his perception of the passage of time, and he was in a contemplative stasis when Urtistan was set upon by an entire phalanx of dark summoner-knights of unknown affiliation. By the time he realized his error, Urtistan was nothing more than smoldering debris. The summoners who were responsible for its destruction had wisely left the Clock Tower unharmed, both to avoid drawing Zilean’s attention and to torment him for his oversight.
Zilean barely had time to grieve the momentous loss before he learned that his dangerous research had a cruel side effect: chrono-displasia. This mystical disease granted him immortality, but detached his consciousness from its anchor in the present time. He now mentally drifts through time, from any point he has already lived to the present, unable to impact the events which unfold. The most torturous aspect of this curse is that Zilean sometimes experiences Urtistan as it once was and the rest of the time resides in its lonely ruins. Only the powerful summoning magic employed by members of the League of Legends has been able to treat this condition, and Zilean has joined in hopes of finding a cure, and thereafter a way to save his people.
“There is no greater grief than for a loss that is yet to come.”
Time in a Bottle
Tosses a bomb to target area that sticks to units that come near it (prioritizes Champions). It detonates after 3 seconds, dealing area of effect damage. If a Time Bomb is detonated early by another Time Bomb, it also stuns enemies.
Zilean can prepare himself for future confrontations, reducing the cooldowns of his other basic abilities.
Zilean bends time around any unit, decreasing an enemy's Movement Speed or increasing an ally's Movement Speed for a short time.
Zilean places a protective time rune on an allied champion, teleporting the champion back in time if they take lethal damage.
